Publication: Foundations’ Outcomes Framework and Measures Database

We worked with Foundations, the What Works Centre for Children and Families in the UK, to develop their Outcomes Framework and a Measures Database aligned with that Framework.

The Outcomes Framework articulates the measurable changes that Foundations seeks to achieve for babies, children and young people, and their caregivers and family networks, and shows how these 10 outcomes map onto Foundations’ four strategic outcomes and are relevant to different target groups.

Foundations’ Measures Database is a repository of tools and data sources that can be used to measure the outcomes in Foundations’ Outcomes Framework. The database provides practical and statistical information about the measures, to support evaluators and researchers to decide how to measure outcomes and impact – identifying relevant outcome measures and weighing up the pros and cons of different measurement tools. It also includes a dashboard providing an overview of the availability of measures for different outcomes and groups.

Together, these resources will help Foundations make strategically aligned funding decisions, communicate priorities to partners and support evaluators and researchers in measuring outcomes and impact more consistently and effectively.

We also hope the Measures Database will become a useful resource beyond Foundations, supporting the wider wider sector to identify and weigh up measurement options for outcomes relating to babies, children and young people, and their caregivers and family networks.
