  • Rachel is the founder of Oxford MeasurEd and a leading voice in measuring learning outcomes, assessing programmatic impact and improving educational effectiveness. She brings twenty years of experience in research in the international development sector.

    Rachel has a particular interest in the interface between evidence and decision-making and has led large-scale national and international studies, national government capacity development programmes, international and national household and school-based surveys and impact evaluations. She uses this wealth of experience at the cutting edge of research and assessment practice to ensure that MeasurEd is pioneering in innovative and impactful approaches.

  • Michael brings fifteen years of experience in financial management, programme coordination and administration and holds a BA in International Business and Economics. Michael brings a unique set of experiences across finance, grants and operations including with PwC, Oxford University and the top boutique Hostel in Africa (as voted by the Guardian Newspaper).

    Michael brings this experience to his work as Finance Director. He provides oversight and strategic direction to all of MeasurEd’s finance and administrative processes.

  • As our Director of Research, Lydia oversees our diverse programme of education research and evaluation and leads our team of consultants. Lydia has a wealth of experience in designing, conducting and managing research projects drawing on a range of methods, from participatory research with young children to randomised controlled trials and statistical analysis of large-scale survey data.

    Lydia is passionate about helping partners to measure and understand the impact of their work and about doing high quality research that provides evidence for education decision-making and practice. Putting this into action, Lydia ensures that all of MeasurEd’s research and evaluation work reaches the highest standards of rigour and impact.

  • As a Principal Consultant, Jonah leads evaluation and research projects in MeasurEd’s growing portfolio of UK based work. Jonah is experienced at designing and delivering research in education settings, with particular expertise leading and managing mixed-method process evaluations (standalone and as part of randomised controlled trials) and qualitative research projects.

    As a former teacher, Jonah is passionate about conducting relevant and impactful research on the teaching workforce and has published extensively on the challenges and opportunities facing early years practitioners. In his work, Jonah uses these experiences and insights to link rigorous research with classroom realities.

  • As a Consultant at MeasurEd, Anushay provides support across our portfolio of research, evaluation, and assessment projects. Anushay’s research interests include understanding child development across different countries, factors that might be affecting it, and devising country-specific ways to understand and support children’s holistic development through the educational system. Anushay is also currently pursuing a PhD in Child Development and Education from the University of Oxford.

    Anushay’s expertise encompasses leading large-scale collaborative projects, implementing intricate data collection methodologies, and ensuring the cultural and contextual relevance of assessment materials. She is dedicated to bridging the research gap in low- and middle-income countries through active engagement with community stakeholders. Anushay is committed to empowering community members through skill development. To this end, she has led numerous training sessions for educators and researchers, focusing on adapting Western materials to local contexts and building research capacity.

  • Paulina is a sociologist with training in psychology of education. As a Consultant, she provides technical support in issues of assessment. She is skilled in qualitative and quantitative data analysis and has experience in both large-scale assessment and smaller formative assessment initiatives, especially in Latin America.

    Paulina is passionate about generating tools and evidence to strengthen social and emotional learning, especially in projects that involve collaboration with teachers and school communities. In her work with MeasurEd she supports our partners developing and using high quality assessment tools, and building robust systems of assessment.

  • As a Consultant at MeasurEd, Sara works across research and evaluation projects, with a particular emphasis on quantitative analysis. Sara has worked extensively in classrooms and programme management. She has experience in designing and implementing evidence-based programmes, capacity building and content creation and has worked on several research and evaluation projects.

    Sara is passionate about using her skill set in producing data and evidence to inform design and practice of education programmes. In her work this means using rigorous research and evaluation methods along with a strong understanding of education systems and classroom realities to support MeasurEd’s partners. She is particularly interested in inclusion, equity and child-led learning and hopes to address issues in these areas through her work.

  • As a Consultant, Ellen works across UK and international research and evaluation projects, with a particular emphasis on qualitative analysis. Ellen has extensive project management experience within international development and education research, as well as experience in classroom teaching and higher education. She has managed and supported diverse research projects with a focus on SEL, assessment, teachers and participatory methods, as well as supported uptake of evidence for programmatic improvements.

     

    Ellen has a particular interest in multilingual and inclusive education and is passionate about supporting partners to embed evidence in their education programmes to drive improved outcomes and learning experiences for all children.

  • As an Associate at MeasurEd, Robert provides specialist support and expertise in impact evaluation methods, research design and statistical analysis. Robert has designed, managed and analysed randomised controlled trials and quasi-experimental design evaluations across a range of policy themes, including a wide portfolio of educational programmes.

    Robert is passionate about producing robust, high-quality insights about programme effectiveness and implementation to support partners in their evidence-based decision-making and to enrich the global evidence base.

  • Tasvid specialises in providing technical support in edtech strategy, psychometric analysis, public sector transformation, and scaling high-impact partnerships. Tasvid has over 10 years of experience in creating and advising transformative educational initiatives in developing countries, particularly in Pakistan. He is also skilled in fundraising strategy, government liaison, policy analysis, and managing large-scale implementation partnerships.

    Tasvid is passionate about designing and supporting collaborations that create transformational improvements in student learning outcomes at scale. He is particularly interested in leveraging technology to bridge learning gaps, strengthening data-driven decision making processes, and supporting partners to build and scale sustainable educational initiatives.

  • As an Associate with MeasurEd, Shefali provides specialised technical support on quality assuring education programmes, organisational strategy and learning, and strengthening education systems at scale. Shefali is a development economist and has over 15 years of experience in education research, monitoring & evaluation, strategy design, program management and leadership, and public policy analysis and design.

    Shefali is passionate about designing and delivering high-quality research, analysis, M&E and technical assistance that supports governments, NGOs and other partners to build excellent education systems in which all children have the opportunity to thrive. She is particularly interested in supporting partner organisations to strengthen the system-level drivers of education outcomes in developing countries.

  • As an Associate with MeasurEd, Therese provides specialised technical support in education, including policy and intervention design, analysis and evaluation. Therese brings 15 years of experience in education and early childhood development in international cooperation, including extensive programme leadership in protracted crisis and conflict settings.

    Therese’s work and learning focuses on improving education systems and service provision in different contexts. She is particularly interested in partnership practices in education cooperation, child wellbeing and learning, literacy instructional practice and social behaviour change communication.

  • As Head of Operations, Laurie brings a wealth of experience from consultancy firms in the international development sector. Accustomed to managing complex operational environments, she plays a pivotal role in ensuring strong governance and operational efficiency. With a focus on optimising workflows, developing policies, upholding compliance and managing risks, Laurie works across all functions to support business growth.

    Laurie is passionate about delivering innovative solutions that strengthen operational effectiveness and drive continuous improvement. With a strong belief that uncertainty can lead to new opportunities, she brings determination, positivity, and a steady focus to everything she does. She is committed to supporting the organisation’s long-term impact through innovation, resilience, and operational excellence.

  • Sabina works on a varied portfolio of education research and evaluation projects. Her expertise spans the entire research cycle, from conceptualising study designs and developing research tools to overseeing fieldwork, conducting advanced statistical analyses, and producing actionable insights for diverse audiences. 

    Sabina is skilled in both quantitative and qualitative methodologies, including randomised controlled trials, large-scale survey analysis, and participatory research with individuals across the education sector. She enjoys translating complex datasets into clear, evidence-based recommendations that inform policy, guide programme design, and drive system-level improvements. Over the course of her career, she has led multidisciplinary teams, strengthened data quality systems, and delivered high-quality research outputs for academic, policy, and practitioner use. Passionate about the role of evidence in shaping education systems, Sabina ensures that all projects under her leadership meet the highest standards of rigour, relevance, and impact — ultimately contributing to stronger institutions and improved learning outcomes in low- and middle-income contexts. 

  • Astrid is a mixed-methods researcher with a PhD in Higher Education from the University of Pennsylvania and a background in sociology. As a Consultant at MeasurEd, she works across research and evaluation projects, contributing expertise in both qualitative and quantitative methods. Her work focuses on equity, higher education policy, and the social dimensions of education systems in Latin America and the U.S.

    Astrid brings over a decade of experience leading and supporting research initiatives in universities, multilateral organisations, and public institutions. She has conducted fieldwork, focus groups, and policy analysis for large-scale education reforms, and has published on topics such as race, internationalisation, and access to higher education.

    She is particularly committed to using research to inform more inclusive, context-responsive education systems. At MeasurEd, she supports partners in building robust evidence to improve policy and practice.
