The Iraq Multi-Year Resilience Programme (MYRP), funded by Education Cannot Wait (ECW), supports crisis-affected children to access safe, inclusive and quality education that strengthens both learning and wellbeing. The programme supports children affected by displacement, including Syrian refugees, internally displaced people, returnees and host communities, across Federal Iraq and the Kurdistan Region. 

Save the Children International has commissioned Oxford MeasurEd to lead the 2026 endline learning assessment for the Iraq MYRP, building on the earlier MYRP baseline assessment for which Oxford MeasurEd provided technical leadership. The endline focuses on Grade 4 learners in 37 MYRP-supported schools (19 in Federal Iraq and 18 in the Kurdistan Region) with a target sample of approximately 1,110 learners. It will repeat the same core assessment framework used at baseline to measure literacy, numeracy and social-emotional learning (SEL), alongside child, teacher and school background data. The assessment will use Arabic and Kurdish versions of the baseline tools, with only agreed contextual updates, to preserve comparability over time. 

Oxford MeasurEd is leading the technical design, sampling, tool adaptation, analytical framework, quality assurance, analysis and reporting. Working with RMTeam International and Save the Children’s Implementing Partners, the project will also support tool programming, piloting, enumerator training and fieldwork data-quality monitoring. Following data collection, Oxford MeasurEd will use psychometric analysis, including Rasch modelling, to place endline literacy, numeracy and SEL results on the same interval scales used at baseline. The analysis will examine changes in learning outcomes over time and patterns by region, gender and population group, generating evidence to inform future education programming and learning-outcome measurement in crisis-affected settings.  

Key Activities:

  • Reviewing and adapting the baseline literacy, numeracy, SEL and background-data instruments while maintaining comparability with the baseline assessment. 

  • Finalising the Grade 4 sampling approach and fieldwork protocols for 37 MYRP-supported schools across Federal Iraq and the Kurdistan Region. 

  • Supporting the programming, testing and piloting of the assessment in Arabic and Kurdish, alongside clear consent, assent, safeguarding and secure data-management procedures. 

  • Supporting enumerator and supervisor training and putting in place daily data-quality checks and escalation processes during fieldwork. 

  • Cleaning, validating and documenting the endline data, including consistent variable coding and linkage across school, teacher and learner records. 

  • Applying Rasch modelling and statistical analysis to compare endline outcomes with the baseline and explore differences across regions and learner groups. 

  • Producing the endline report and accessible summary outputs to support Save the Children and partners to use the findings for learning and future programming.
