Developing an Outcomes Framework and Measures Database for Foundations

We worked with Foundations, the What Works Centre for Children and Families in the UK, to develop their Outcomes Framework and a Measures Database aligned with that Framework.

The Outcomes Framework articulates the measurable changes that Foundations seeks to achieve, while the Measures Database brings together tools and data sources that can be used to assess those outcomes in practice.

Together, these resources will help Foundations make strategically aligned funding decisions, communicate priorities to partners and support evaluators and researchers in measuring outcomes and impact more consistently and effectively.

We also hope the Measures Database will become a useful resource beyond Foundations, supporting the wider wider sector to identify and weigh up measurement options for outcomes relating to babies, children and young people, and their caregivers and family networks.

Key Activities: 

  • Desk review of existing outcomes frameworks

  • Rapid literature review of systematic reviews of outcomes related to relevant outcomes for children and young people

  • Consensus building and ranking survey with Foundations staff

  • External consultations, including with professional stakeholders and young people  

  • Development of a thematically organised Outcomes Framework

  • COSMIN appraisal of outcome measures

  • Development of a searchable Measures Database with useful information for evaluators
