The Foreign, Commonwealth & Development Office (FCDO) has made substantial investments in education in emergencies and protracted crises (EiEPC), supporting children affected by conflict, displacement, and climate shocks across a diverse global portfolio. Spanning over 120 programmes and reaching more than 20 million beneficiaries, this portfolio included centrally managed programmes, bilateral initiatives, and multilateral partnerships with organisations such as Education Cannot Wait and the Global Partnership for Education.
Oxford MeasurEd, in partnership with Adam Smith International, conducted a comprehensive evaluation of this portfolio to assess its relevance, effectiveness, efficiency, coherence, impact, and sustainability. The evaluation aimed to strengthen FCDO’s understanding of what works in delivering education in crisis contexts and to inform future strategic and funding decisions.
The evaluation adopted a mixed-methods, theory-based approach, combining portfolio-wide mapping, desk review, and qualitative data collection through key informant interviews and country case studies. Using contribution analysis and comparative case evaluation, the study explored how different combinations of delivery modalities and contextual factors influenced outcomes across diverse settings.

Synthesised findings to generate actionable recommendations for FCDO’s future EiEPC strategy and investments.
